Danny DeVito is talking on the phone to his cousin on his boat in Cartegena complaining about having to chase joan wilder and avoid the cops. Its hilarious, hes in the police HQ and hops up on the counter because he sees his mug shot, rips it and rolls right off. I love that movie!
OH, Or it could be Jewel of the Nile either when DeVito springs out of the dumpster to jump Jack or when he saves them at the end with the rat eating through the blood drenched ropes. Either way I am SURE it is one or both of these movies.
