Ive never lived in California so this is not exactly the info you are looking for but in my personal experience donuts have not gotten me in trouble, however you must use common sense, keep safety in mind, and preferably use your own property. I managed a supermarket in a central urban area and often drove a very nice muscle car to work. I worked with local LE routinely due to incidents in and around the store and knew many of them well. At night there would often be 2 or 3 patrol cars sitting at the top of the parking lot waiting for calls, taking break/lunch, or doing paperwork. After the store closed I would leave, ready to relieve some stress with a few donuts and/or burnouts in the empty lot. I would verify that there were no other cars or people nearby, then let it rip. The officers never objected, and sometimes graded me or talked to me about the car if they werent otherwise occupied. Im certain the results would have been different had I been out of control, endangering life or property, showing poor judgment, or trespassing. Keep that in mind before you have more donut fun, and maybe check with local LE to get their take on it as well. Even if you are doing it on your property, they may appreciate a heads-up about the activity and it gives you a chance to show you are prepared and have a safety plan in place.
In ontario it falls under the street racing / aggressive driving laws, they can seize your car, up to 2 years in jail, huge fine, lose your licence.

Yes it is.my neighbor found out the hard way. His ticket was a few hundred dollars and hes looking at loosing his license since its his 3rd offense. I suppose it depends on the state and what their rules are as to what the punishment might be.
