If the ingredient list contains glycerol ester of wood (or gum) rosin, sucrose acetate isobutyrate or brominated vegetable oil, it is definitely a mixture. If it contains gum arabic or a modified food starch, it MAY be either a mixture or solution. Both these ingredients can be used to emulsify mixtures or simply to add viscosity to a solution. If it doesnt contain any of those, it is definitely a solution.
