Which of the following pairs CANNOT be mixed together to form a buffer solution [Solved]

Originally, I selected B because it doesnt have a strong acid or base but my teacher said it was wrong. I am studying for a test and have no idea why it isnt B. Any suggestions on what to look at Thank you!
