Like other responders here, I must assume that you have never ridden anything close to 40 miles.
When someone ask a question like this, its much like asking, how long does it take to run a marathon. It depends much on the condition and experience of the rider. An average, but conditioned rider, can ride 40mi in 2.5 hours with out over exerting his or her self. However, touring means carrying lots of supplies (food,water,clothing, tools,tire(s),tubes,etc). Not only does the weight slow you down (especially uphill), but the various bags reduce the aerodynamics greatly. Even an experienced rider would want to include some training with the loaded bike.
If you are just planning on simply jumping on a bike in Europe without proper training, well, good luck. A beginning cyclist will find that even 20mi a tough undertaking, even on an unloaded bike.
Id think, as a tourist, you wouldnt be in a big hurry. You would want to stop and see the sites, take photos, etc. So, youre more likely to take 6 to 8 hours to cover the distance.
Get in shape and have a great trip.

2 hours would be very good for a good cyclist to cover 40 miles on a closed course with no traffic signals or stop signs or normal things that might cause you to slow down now and then..
If you are a casual cyclist on a road bike with no load, you might expect to cover 40 miles in about three hours.

It really depends on how many hills there are, how experienced you are and if you will be more watching the scenery or trying to go fast. 2 hours to go 40 miles would be moderately fast speed for an average cyclist.
